I've dig into the history of the file and found this change: http://svn.python.org/view?view=rev&revision=13939 "- Illegal padding is now ignored. (Recommendation by GvR.)" The motivation at the time was based on "the general Internet philosophy": http://mail.python.org/pipermail/python-bugs-list/1999-October/000234.html I don't know if this is still valid 10 years later, though.
