Sometimes you want distutils *not* to install certain
files, for instance Dulcinea's scripts.  Currently you
have to install them to a bogus directory (e.g.,
/tmp/None) and then delete them.  It would be nicer to
have a special value for --install-* (e.g., 'None',
'NONE', '/dev/null'), or a set of --no-install-* flags.
