No, I say that

    with suppress():
        ...

is equivalent to

    try:
        ...
    except ():
        pass

or

    try:
        ...
    except BaseException as err:
        if not isinstance(err, ()):
            raise

If you want to suppress all exceptions (it is not very clever idea), use suppress(BaseException).
