I prefer option (b). We can also just use

#if !defined(_AIX) || defined(NCURSES_VERSION)

Interesting, a comment in curses.h:

 * Notes:
 *	a. ESCDELAY was an undocumented feature under AIX curses.
 *	   It gives the ESC expire time in milliseconds.
