We already compile 32-bit CPython without PGO on Windows, so I don't think there's anything to do here apart from record the issue.

It's very likely that 3.8 will finally get an updated libffi, which should deal with this completely (or force us to take another look). 3.6 is not getting more binary releases though, and 3.7 would need a targeted fix if it repros there, so all we can really do is close this issue, unless you have additional info on its impact?
