I want to add that this bug led to bizarre behavior (described here: when using 64-bit Boost-Python compiled with Mingw-w64 in Windows 7.  Boost-Python and programs linked to it compiled, but failed at run-time with segfaults.  The solution described by jdpipe worked for me, but I only found it after a day of fruitless debugging attempts.
