Why should it only be available on OS X if built with MACOSX_DEPLOYMENT_TARGET of 10.5 or higher? chflags() should be available in earlier versions of the OS: http://developer.apple.com/library/mac/#documentation/Darwin/Reference/ManPages/10.3/man2/chflags.2.html
