There's a very simple test_ioctl.py in 
patch #555883 (the ioctl2() sample implementation).
It does a getpgrp(), then a TIOCGPGRP and checks 
it gets the same stuff. No, it won't work on Windows.

I'm going to close off #555883 as Invalid.
