Current 2.1.3 CVS doesn't define the \ulink command, 
which lets fail the build of the lib manual.

Attached is a backport of a patch checked in for 2.2 and 
2.3.

The attached patch only supports \ulink for the
PDF/PostScript output, not HTML, and also includes some
unrelated changes.  I've back-ported the \ulink support from
the current implementation and checked it in as
Doc/perl/python.perl 1.98.2.6 and Doc/texinputs/python.sty
1.73.2.3.
