This patch adds libpydoc.tex and an entry for "help()"
in libfuncs.tex.

This is pretty basic documentation, but it's a start.
It just explains how to use help() and pydoc, but doesn't
describe all of the functions in the module yet.

You will need to add an \input{} line to lib.tex somewhere
-- perhaps the Miscellaneous Services section?
