Currently the release build of the CHM file runs on my dedicated build machine, which means there's no way to do a test run without starting the machine (normally clearing the code signing and PGO properties allows a build without needing it).

Originally the issue was that the docs build was taking >10minutes on CI, but not on my machine, which is why I moved it.

Should try moving it back, or at least enabling a skip option for it so that test runs can be done purely on free CI, rather than needing my account.
