I think this should be closed as it refers to Python 3.0rc2 and the error code given is Windows MSI specific, not Python.

Agreed;  Closing.  Though if the OP still has this problem with the MSI installs for current versions of Python (2.6, 2.7, 3.1 or 3.2), then we might want to reopen and investigate further.
