*sigh* - OK - the SDK docs appear wrong, but the main point 
is still valid.

_putenv() does indeed modify the process environment, as 
the test program I wrote demonstrated.  However, 
SetEnvironmentVariable() does *not* get reflected in the 
CRTL environment.
