I'm not against them, but there are many diverse opinions.

A PEP will:

- broaden discussion, so all (or at least most) pros and cons can be
  considered

- highlight any other pieces of Python that would need to change to
  properly support proxies

- get a pronouncement by the BDFL (or a delegate)
