I just tried, and saw the original symptom on the 3rd try, 
with Python 2.3a2 on Win98SE.  Then reproduced it twice 
after two reboots.  That installs Tcl/Tk 8.4.1.  They were 
not built with OPTS=threads.  I don't know whether 
OPTS=threads would cure it.
