Interesting last couple of comments ...

Anyway, I think the cause of this problem may have finally 
been identified by Tcl bug 651139.  I have attached a patch 
here for it against 8.3.5.  Both the 8.3.5 branch and 8.4.1+ 
head have this fix.  Amazingly it didn't effect Tcl, but could 
likely have caught Tkinter (only on Windows with non-
threaded builds).

Oh look, not allowed to attach a patch, so I'll attach it to Tcl 
bug 651139.
