Following up http://mail.python.org/pipermail/docs/2011-February/003004.html here's a patch to:

- clarify ERA_D_FMT is for date
- uniform the way {ERA_}<tag> descriptions are written (are not a native to know if it's better 'a date' or 'dates' (same goes for 'time'))
- add ERA_T_FMT
