PEP 3099 says:

It should be clarified that this really means 72-79 characters, perhaps by adding the following sentence:


Note that according to PEP 8, this actually means no more than 79 characters in a line, and no more than about 72 in docstrings or comments.

IMO it's excessive to explain this.  If you really want the words changed, just email me a patch directly.
