As of 2.5b2, Extending and Embedding section 1.4 says 
that modulator is included with the windows 
installer.  It wasn't.  

The text suggested likely alternate locations of Tools/
modulator/ or Tools/Scripts/Modul*, but these were 
also missing.  (I see Tools/modulator/ in the svn 
repository; it just wasn't installed on windows.)

modulator is now obsolete and has been removed from Python 2.7; closing this bug.
