pyexpat tests are a bit erratic. For example, there is no single test
for handlers for:
NotStandalone, StartDoctypeDecl, EndDoctypeDecl, EntityDecl, XmlDecl,
ElementDecl, AttlistDecl, SkippedEntity.

There is also not a single test for error handling working correctly.
