I started to investigate and found that a double slash in the beginning cancels any parsing of a path:

    >>> Path("//Library/Video")._parts
    ['\\\\Library\\Video\\']

vs

    >>> Path("/Library/Video")._parts
    ['\\', 'Library', 'Video']

Investigating further.
