os.add_dll_directory appears to only accept absolute paths, inheriting this restriction from AddDllDirectory.  That's absolutely fine, but could perhaps be mentioned in the docs (https://docs.python.org/3/library/os.html#os.add_dll_directory), especially considering that the docs do mention the parallel with `sys.path`, which *does* support relative paths.
