What reason do you have to think that this is a Python issue rather than a permissions error?

Since you haven't told us what permissions the file has, what OS you are using, who set the permissions, or even the actual error message, it is impossible to diagnose the issue, but nothing you have told us so far suggests this is a Python issue. It sounds like a local permissions issue that you will have to solve yourself.

If you have reason to think this is a Python bug, please explain why, otherwise we shall close the issue.
