Thank you for noticing. As of this moment, http://www.python.org/about/help/ has 3 links to the https://github.com/python/pydotorg/issue repository and issue tracker, which contains the website.  Website issues (as opposed to docs.python.org) should be reported there.

As it happens, the page has been updated.  "First check the Python FAQs, with answers to many common, general Python questions." links to the url you suggest.  'FAQ' at the bottom of the page has a shorter link that also goes to the /3/ version.
