The translations of the docs are maintained in a separate repository by a separate group of people.  The sidebar on the left of the page you linked to has a link called '提交 Bug' to 
https://docs.python.org/zh-cn/3/bugs.html.  I am guessing that this page or one it links to has instruction on where to send translation bug reports.
