From a fresh checkout of master on Ubuntu 18.04, I uncomment the pyexpat line in Modules/Setup and run:

cpython$ ./configure
...
cpython$ make
Makefile:273: *** missing separator.  Stop.

Here is the offending section of the resulting Makefile:
