Sorry, George, but I'm unable to reproduce the failure you observe following your recipe.  The only thing I can suggest off the top of my head is that you might have out-of-date system header files installed in /usr/include.  Those files are installed with:

sudo xcode-select --install

They don't get installed or updated by just installing Xcode itself.  See if that helps.
