It looks like Ruby folks encountered the Morocco issue [1] before us.  They closed the issue on their bug tracker blaming glibc.  This tells us, I guess, that we should skip this transition on the affected systems.  Unfortunately, it is not just 32-bit time_t systems - I was able to reproduce the problem on 64-bit Fedora 22.

If no one suggests a better way, I will just skip year 2037 transitions unconditionally.
