I have confirmed that this is not a Python issue.  PyNaCl takes some special coercion and a third-party library to build (see https://github.com/pyca/pynacl/issues/165), but I managed to get it to build with 3.5.1 and 3.6 and imported nacl._sodium in both with no problem.
