Tkinter is essentially just a think wrapper around the Tk graphical toolkit. Keyboard modifier mappings are handled by Tk (or OS X), and not Tkinter.  Unfortunately, for various reasons, how Tk handles keyboard modifiers varies somewhat among OS platforms (Windows-native, X11-based, and OS X-native) and even between versions of Tk on the same platform.
