I don't know where "at" of "bits_at()" comes from. It's rarely used in Python:

Lib/idlelib/EditorWindow.py:    def move_at_edge_if_selection(self, edge_index):
Lib/idlelib/EditorWindow.py:        def move_at_edge(event):

I prefer just "bits": int.bits(bit, nbits=1).
