Also having a list of enhancements and bug fixes might be more meaningful for users than a list of core issues vs library issues vs other similar sections.

This could also be done with two separate files, with the "new features/enhancements" file existing only on default and the "bug fixes" file existing across branches.  From there it shouldn't be difficult for the gating system to append/prepend/insert the news.
