Agreed, that is not necessary. Nor was Martin suggesting it as far as I can tell, he was simply saying that it would be less disruptive in the broader scheme of things than messing with the Python registry scheme to work around the limitation that 32 and 64 bit Pythons can't both be registered as per-user installations.
