I now divided and regrouped the FAQs in two sections, one "for everyone" and one "for core developers".
I'm not sure what to do with the "long-term development of features" section.  One one hand I would prefer to move it away from committing.rst, but on the other hand it's a bit too long to be a single FAQ.  For now I left it there, but it could also be moved to the faq.rst page and possibly be broken in different subsections or separate FAQs.

I think what I have done so far can be committed, even though there are more improvements to do -- but those can be done later, so they shouldn't block this.  Please review the commits on bitbucket, and if they are OK I will collapse them and apply the resulting patch.
