I think there is a bug in the "Build and C API Changes" section of the "what's new in 2.3" document: http://www.python.org/doc/2.3/whatsnew/node20.html It lists a set of changes to the garbage collection C API, but the changes mentioned look like the ones made in Python 2.2a3.
