If I load a utf-16 document and do cfgparser.get, I get 
a utf-8 string.

Can you provide a complete example? To my knowledge,
ConfigParser does not support utf-16 at all.

It has been 8 months with no response/clarification/example
from kaishaku, so I'm closing the bug report.
