os.add_dll_directory appears to only accept absolute paths, inheriting this restriction from AddDllDirectory.  That's absolutely fine, but could perhaps be mentioned in the docs (, especially considering that the docs do mention the parallel with `sys.path`, which *does* support relative paths.
