There is no Doc/whatsnew/3.9.rst file yet. How should new features of Python 3.9 be documented?

Does someone know how to create a template for this file?

Thanks for the report.  Fixed in PR 14040 (3a2883c313be3aff34c61a42e586f8507ba5945f) in master.
