test_msilib doesn't test much and could do with good expansion.

Marked for 3.5, but 3.4 and 2.7 are just as barren if whoever takes this feels particularly ambitious.

It seems that most of the tests in this script were written after this issue was created. If there is still need to extend them, it would help to elaborate here on what is still needed. Otherwise, we could close this.

msilib is deprecated as per PEP 594, so there won't be further enhancements to it.
