Serhiy: I believe that magic number was current when the test was written, and it hasn't been getting updated since the test is currently being skipped.

Given how we designed the skip logic, I think that counts as "working as intended" - we don't really care about magic number stability until the release candidate stage, so that's when the test needs to be updated to match the implementation.
