I have tried to inquire about the possibility of a pip API, however currently it doesn't seem that it is top priority for pip organisation as per these issue threads :

1. https://github.com/pypa/pip/issues/924
2. https://github.com/pypa/pip/issues/3999

Currently pip list has --format option to give output as json format.
