There's a bare-bones experimental version in hg.python.org/sandbox/new_news that you can play around with in the 'playground' branch.  It's not pretty, but it (mostly) works :).  So far, there's just news.py, no news_release.py; but news_release.py should be pretty simple and only really matter to RMs anyway.
