Martin, is that a way for _tkinter to know whether the result returned from Tcl/Tk is an encoded string or not in this case? With regard to the patch, it would be better to cache the results of the first-time call to get the windowingsystem value so that we don't have to make two calls down into Tcl for each clipboard_get.
