I agree it seems fine to disallow subclassing of timezone.  (And if we decide, in the light of new information, that that was wrong, then it's easy to allow subclassing later;  harder to disallow it.)

+1 for 'UTC±HH:MM' for both tzname and __str__, too.

I'll take a look at the newest patch.
