There are really two aspects of this patch.  At the moment, I'm less interested in bdist_deb than I am in the 'debianize' (i.e. dh_make) functionality.  I think 'python setup.py debianize' (or whatever) would be a nice way to jump start a debian/ directory from the available metadata.
