MS help executable opens a page with Table of Contents, but also displays a box with following message: "Navigation to the webpage was canceled"
Clicking on any page icon in Table of Contents list produces no result.

I cannot reproduce this. The file opens just fine for me, with no box being opened, on Windows 7.

Are you opening the file on a network drive, by any chance? Then

No network drive involved. Using Windows Vista on solo computer.

But the referenced problem for a network drive is EXACTLY the problem I had. The same solution worked.
